This was not a perfect solution but it worked for me. I had not installed anything yet with fink so this was the easiest sollution for me. Following are the steps I took:
1. Remover all Fink and X11 stuff: sudo rm -rf /sw sudo rm -rf /etc/X11 sudo rm -rf /usr/X11R6
2. Remove any Library Reciepts:
rm /Library/Receipt/x11*-files
rm ~/Library/Receipt/x11*-files
NOTE: This is because install program seems to leave the receipts behind and so install thinks components are still there.
3. any lines added for fink from your .*rc files in your home directory Such as the standard "source /sw/bin/init.csh".
4. Install X11 and X11 SDK
Do a complete install of Panther Install Disc 3 (X11)
and the "X11SDK" from the Xcode Tools CD (and Xcode Tolls CD if you didn't before)
5. Install newest fink (there's a binary now so you don't have to compile if you don't want)
6. Check the installation with 'fink-virtual-pkgs' you should have an entry:
Package: system-xfree86
Status: install ok installed
Version: 2:4.3-1
provides: x11, x11-shlibs, libgl, libgl-shlibs, xft2, xft1-shlibs, xft2-shlibs, rman, fontconfig1, fontconfig1-shlibs, xfree86-base-threaded-shlibs, xfree86-base-threaded
description: [placeholder for user installed x11]
Like I said it was drastic but it worked.

I forcibly removed it and then reinstalled X11 and X11sdk from the Panther disks, but am still having the same trouble. Anyway, I was just hoping that you were able to get it running.
