apt-get manages packages in the binary distribution--i.e. released in a precompiled form.

The fink command does the same thing for packages that are built from source.

This is your problem. You need to set your PATH up. You should have a file called /sw/bin/pathsetup.command . You should be able to run it by double-clicking it--it will open a Terminal window.
