It was for me (under Application/Installers/Xcode). I had an X11SDK.pkg
This on a brand new G5. I'm sure you can download from ADC in case you
do not have it.

Simply reattempting to do the subversion install should do the trick.
(say from fink commander or the command line) I had other build failing
on me and I never had to wipe out the fink tree (/sw).
