I just updated to 10.2-gcc3.3 as well.  One thing you need to do is make sure you run
/sw/lib/fink/postinstall.pl (See FAQ Q5.25).  This will update your /sw/etc/fink.conf 
to
point your distribution to 10.2-gcc3.3 instead of 10.2 (or whatever you had 
previously).
I does a bunch of other things as well, so don't just edit fink.conf.

Second, I looked up gaim on the Fink website and it shows 0.71 is the latest stable 
version
for 10.2-gcc3.3 and 0.74 is the latest unstable version.  0.75 is only available for 
10.3.
I was making the same mistake, reading the top line as the latest available version 
when
I only had the 0.6.2 (i.e. 10.2) tree and wondering why Fink wouldn't upgrade my
packages.   I just completed the process of switching over to the 10.2-gcc3.3 tree, 
thanks
to some much appreciated help from this group.
