obviously the easy thing to do is del gal199-dev and suspect build will proceed. Can anyone clue me in on if deleting gal199-dev is going to screw something else up in gnome? Not sure how to determine what in gnome build depends on 199-dev.

There will be no problem. As you said, gal199-dev is a build dependency, not a runtime dependency, so it can be removed freely.
