selfupdate-cvs downloads *all* package descriptions, selfupdate-rsync only those in the currently active tree. So it is not "looking for" openmotif, it is just updating the package descriptions.

It has to be admitted that this is not a very helpful error message. It should rather say "I want to rename /sw/fink to /sw/fink.old, but I can't, because there is already a fink.old in that directory. Move it away and try again."
