I have just being subjected to what Apple.com euphemistcally calls an upgrade from 10.2 to 10.3. That done I started with Fink. Now don't get me wrong, I think Fink is great, but I don't understand why Fink even needs to exist. Apple should be responsible for what Fink is providing. As I see it Apple without Fink is crippled. That said, I'm finding the Fink upgrade process for Mac OS X 10.3 is taking DAYS!!!! I respectfully proffer that some sort of CD solution be made available...
It's a good point -- but in the meantime, why don't you burn your own CD of your /sw directory, or just back it up regularly to a backup disk? (Sadly, I hadn't done this myself when I had to restore Fink some months ago -- it was a mess.)
