Don't even need to do that. What you need is right here:

Edit fink.conf manually , e.g. via
sudo pico -w /sw/etc/fink.conf
and put the last two entries in.

You don't have the unstable trees turned on according to fink.conf, so that would explain why the new versions don't show up. You can try using unstable and unstable cryptographic packages again in Fink Commander--maybe you missed hitting Apply or something like that last time.
