It is true, there is no package "system-java14-dev", but there is a package "system-java14".
Chances are the 2004-02-02 news at <http://fink.sourceforge.net/news/index.php?phpLang=en>. The Java 1.4.2 update did not have a SDK (that makes the system-java14-dev package appear) and you have to install it yourself.
