There is actually a bug that will cause all current versions of fink (the program) to incorrectly not provide a versioned cctools package, so a small number of packages won't compile.

It will be fixed in fink 0.21.1 which is due out shortly. In the mean time, the vast majority of packages in Fink will still be buildable, just the few that want "cctools (>= some-version)" will fail. There are no actual compiler incompatibilities that I'm aware of.

Is this problem one of the cases where this bug occur:
