I thought I fixed that in 2.9.0-2. I'll will look at it later today.

Apparently, it conflicted with overwriting existing pcre.h Any workaround for this ?

Normally, I'd say to follow the FAQ:
http://fink.sourceforge.net/faq/comp-general.php#also_in,
but in this case you should just be able to remove pcre and install emboss-dev instead. I've let the maintainer know about this problem.
