I think you don't really need it. It is used whenever fink is upgraded to a new version, but if it is absent the fink upgrade works anyway, as you have seen. So it is better not to have it at all than to have a broken version.

Do you have perl-5.8.0 in /sw/bin and perl-5.6.0 in /usr/bin? I don't know which version of test-simple-pm you would need in this case.
Yes. Also, /sw/bin contains perl560 and perl561 (in addition to perl580).
Also you inquire about the history of the package. I installed all of fink yesterday (binary 0.6.3), which is the entire history except that I did update perl.
The Fink 0.6.3 distribution seems to contain package versions (0.47-1) from before The Big Perl Module Revision, whereas the version 0.47-14 that you get from unstable seems to come from after TBPMR. I don't know if this is why this doesn't work (and I don't really want to know either). Someone else will know more about this, I hope.

Thanks Martin. I have output of various attempts to reinstall test-simple-pm if anyone needs it.
Also, when installing different versions of perl (fink install perl561 when perl580 is already installed, for instance) thinking that this may be the problem, I was getting errors about podparser. Things like perl561 conflicts with it and it is to be provided. These messages I have saved as well in case they are helpful.
