Assuming you're on OS X 10.3, install the X11SDK.pkg from your XCode CD.
Thanks Daniel, that solved the problem. Might I be so bold as to suggest that the Fink FAQ reflect this simple one-line statement. It may offer the solution to others who are/were as befuddled as me.
