Fink is a package management system. Basically what this means is that you use it to install or remove packages that it knows about, as well as their dependencies, more or less automatically.
You might want to start with http://fink.sourceforge.net/about.php to see if Fink is right for you. There a "tcptraceroute" package available in Fink, which does specifically mention being able to deal with firewalls.
