Your best bet is still to wait for the maintainer to release it, perhaps speeding it up by helping him by trying to build it yourself and finding fixes for the errors that will appear. You can always take the package description from 10.3, place it into your /sw/fink/dists/local/main/finkinfo directory and try to build it (same procedure as described in the FAQ for using occasional unstable packages in stable). The package description (files arb.info and arb.patch) can be obtained either from the cvs web server (referenced on the Fink home page) or by rsync, for example (one line)

rsync rsync://opendarwin.org/finkinfo/10.3/unstable/main/finkinfo/sci/arb.\* ./
