I previously had Apple's X11 running fine, but I could not get this to work with subsequent Fink installations, so I removed it and use Fink Commander to install xfree86 and xfree86-shlibs.

The empty '~/.xinitrc' is what's doing it--if '~/.xinitrc' exists then '/etc/X11/xinit/xinitrc' is ignored.
