Respondig to my own post, what finally worked for me
was logging in *at the console* as a privileged user. Not even
su <name of privileged user> did it for me---I had to log off,
relogon as a privileged user, and run theinstaller. OTOH, I can now
run Fink Commander as the regular user, and the program asks for 
an admisinstrator password as needed. Sweet!
