my problem still exists. The solution provided in the past is to do a fresh new install of Tiger, but I'd like to keep this as a last resort. Does anyone have any suggestions as to the direction I should go in?

You can remove the directories
/usr/include/gcc
/usr/lib/gcc
/usr/libexec/gcc
and then reinstall the gcc3.3, gcc4.0, DevSDK pkgs. This should take care of a lot of those old files that remain from the previous dev tools. But you have to be prepared for other surprises, for example with X11 if you installed the new one on top of the old one, too. In the long run, you will probably waste less time if you redo an archive-and install of Tiger.
