I've added those sources, and run apt-get update, but regardless of
whether I use apt-get install <package_name> with a fink package
name or with a package name from another source, I just get, "E:
Couldn't find package <package_name>". Do I need to run some other
command before installing?

Did you check to make sure the Fink packages you're trying to install
are indeed available in binary form? Otherwise it sounds like you
may have a problem with your sources.list file.
