In principle, you can copy your old Fink installation and then upgrade it to the current version for 10.4, but in most cases I have observed in practice, upgrading was more time-consuming than a complete reinstallation.

If you are using the stable tree and the binary distribution, an upgrade to the new binary distribution will upgrade almost 100% of the packages you have installed, so a fresh installation will be just as fast, and without the problems that conflicting packages can give you.

If you are using the unstable tree and compile yourself, you will also have to upgrade the vast majority of your installed packages, because - some of the old ones simply don't run any more because of changes in the system libraries - some of them still work, but not 100% correctly, which can be worse in the long run - many of the 10.3 versions don't compile any more, so they have new versions that need to be recompiled together with their dependencies - there are newer versions for many packages in 10.4, because development is now mainly happening in the 10.4 tree

Because of all this, while upgrading is possible (I am running a Fink system here that has survived a couple of upgrades already), it does not save you much compilation or installation time, but it adds a lot of trouble due to complicated and not always clean package interdependencies. Besides, installing Fink from the binary installer plus activating the unstable tree and configuring fink to your taste takes less than 10 minutes altogether.
