Thanks, I manually downloaded the tar file you suggested and
followed the update instructions on the sourceforge website.
I have managed to update everything (except xfig which will not compile)
to the latest version (fink-0.24.10.tar.gz) of 10.3.
However, I still cannot upgrade from 10.3 to 10.4 after several
rounds of the following routine
fink selfupdate command, followed by
sudo /sw/lib/fink/postinstall.pl
fink scanpackages and
sudo apt-get update
Am I doing something wrong?

...which is a different error from what you had before. So this could still
be a network problem either on the server side or on your side or in between.
You can manually download the file, for example from the URL
http://distfiles.bru.be.eu.finkmirrors.net/fink-0.24.10.tar.gz
Put it into /sw/src/ where postinstall.pl will then find it.
Should I remove fink and reinstall the whole thing again?
That's another possibility.
