No. Apple's installer checks if something is installed by the
presence of a receipt in /Library/Receipts. It has frequently been
known to leave files out.

Aha. I see. I now see that I do *not* have a receipt in that directory. Presumably what the Panther version of X11 I downloaded was telling me was that I have a earlier version of *MacOS*, not of X11. That's an incredibly poor error message, but, anyway, this clears things up.

I found the instructions for how to install X11 on 10.4 on
http://www.macosx.com/content/faq.php/q6112/Install-X11-On-Os- X-1042.html
and that enabled me to finally get the thing installed.

Once that was installed I could (magically) install the X11 version of Emacs, and am now happily running that.

Thanks for the help!

The flaw is that we can't do that--Apple's X11 is proprietary and we
can't redistribute it, so there's no way to generate anything that the
Debian tools can interact with.

Well, what you could do is have packages that don't contain anything other than scripts which check whether the software is installed or not. What's nice about the current approach is that once X11 is installed the symbol is magically just there. What's bad is that when it's not installed the symbol is magically missing, and it's pretty hard to understand why and what to do.

There are ups and downs to both approaches, I guess, but what would be nice is a short page that explains how this works conceptually. That would have enabled me to figure things out on my own.

Anyway, just a tip, in case it's useful.
