I have solved this problem, here are the steps I performed.
1. I uninstalled Fink.
2. I downloaded a new disk image and reinstalled Fink. When going
through the setup this time, I noticed an error message. The message
popped up for about thirty seconds and then closed without needing any
confirmation. I must have missed it the first time through.
The message stated that the line:
"test -r /sw/bin/init.sh && . /sw/bin/init.sh"
added to my .bash_profile was not working and that I possibly had a
.login file that was overriding it. I don't have a .login file, so I
followed the steps for manually "Setting Up Your Environment".
3. I followed the instructions for manual setup and added the line:
". /sw/bin/init.sh"
to my .bash_profile instead. I'm not sure if the previous line was
actually a problem or how I could have tested this further.
4. I ran the command "fink scanpackages; fink index". Upon running this,
I got the following message.
"/usr/libexec/gcc/darwin/ppc/3.3/cc1plus is not executable!"
Searching through the archives I found this was caused by gcc not being
installed. I installed the Xcode Tools using my original installation
disks, this includes gcc. After that, the command above ran without an
error messages.
5. I ran "sudo apt-get update" and the command ran without any errors. I
am now able to install packages.
So, I'm not sure if the problem was caused entirely by gcc not being
installed, or if it was a combination of gcc and the line in
.bash_profile. I think the error message that popped up during
installation may have been a red herring, but since it closed without
needing confirmation, I'm not entirely sure what it said or how to test it.
