Is this common to building a lot of packages in Tiger?
I am thrilled with Fink's capabilities.

You can try the following
sudo gcc_select 3.3
fink install qcad
sudo gcc_select 4.0
This helped some people in the past to get this built. But AFAIK
there are some other problems with this package which is not being
actively maintained, unfortunately.
