Ick.  I tried it here using the same server and it worked.  Maybe
you're behind a firewall that is keeping rsync from working.

Unfortunately, anonymous CVS access at sourceforge.net is broken
(which probably  explains why you didn't see the arb package at all
initially), so switching over via selfupdate-cvs won't help.

Hopefully somebody on the list uses rsync with a firewall and can give
some pointers.
