In http://fink.sourceforge.net/download/ is:

XCode Tools/Developer Tools

You may find that only using binary packages limits the utility of =20
Fink. There
are fewer packages available in binary format than from source, and =20=

the binary
versions are generally older. To build packages from source, you =20
will need to
install the Developer Tools (known as the XCode Tools for Mac OS =20
10.3 and
later).

Although a Developer Tools/XCode Tools version usually comes with =20
your OS
install media, you'll probably want a newer one. Go to the Apple =20
Developer
Connection to download a newer version (and any updates) after free
registration.

which seems to imply that XCode is needed for Fink although "XCode =20
Tools" might
be distinct from "XCode"
It is not distinct but the way it was named has changed somewhere =20
between Mac OS X 10.1 and Mac OS X 10.4. Since there are users which =20 may have older versions of Mac OS X system than the newest one, it is =20=

referenced in Fink with both name.

and that passage really says that XCode Tools are
needed to compile what you download with fink rather than to =20
install fink.
No reread, the passage says that you need it if you want to use other =20=

things that binary packages from Fink.

Then it tells you that if the case you want to compile the Fink =20
packages from source, you have to install XCode (or the Developers =20
tools if you system is old).

Then it tells you that you have the choice to either install the =20
version of XCode which comes with your computer when you install it =20
(or which comes with the Mac OS X system you bought) or to get a =20
newer version of XCode from the Apple Developer Connection site, =20
where there are always the newest version.

If
I find the reference to installing XCode with fink I'll pass that on.
The Apple Developer Connection site is here:

<http://developer.apple.com/>

You need to register (it's free) via clicking on the Not a member? =20
button just under the first image on the left.

What about my other question:

Should "fink fetch-missing" have done more than copy files into src?
Yes, it downloads all sources files, but does not compile them.

So it should not have done more than copy files into src.

It'll be interesting for you to read the fink man page:

Launch Terminal, located in /Applications/Utilities and type in it:

man fink

"man fink" isn't useful because there is no man page for fink on our system.
We just installed fink.
In fact I can't launch the terminal application either
because I'm logged in remotely and the applications in the directories off / don't run through a remote connection although there might be some way to
short-wire whatever is preventing the remote display.
Did you tryy ssh -Y blah?
