Hi,

Its a new install with the current fink download, as of yesterday.

No matter what I attempt to install I get 403 errors. 

Here is an error I get when attempting to install xemacs.

Err http://bindist.finkmirrors.net 10.4/release/main libjpeg-shlibs 6b-16
  403 Forbidden

It's hard to tell without your providing an example.  One possibility
is that your setup is out of date and you're looking at the old binary
distribution URL:
