How about fontconfig?

I speak with staggering ignorance of Gnome and KDE setup here, but I  
have been involved recently in pan-Linux discussions [1] [2] on  
choosing, packaging and configuring fonts for different languages  
(and in fixing the fonts to display my language, which cheerfully  
breaks most fonts and Unicode setups), and fontconfig was often  
mentioned as a way to set fonts for the whole system.

If you are stuck without Lucida Grande, the best (for coverage and  
display) free-software pan-Unicode font currently is Dejavu. [3]  But  
Lucida Grande definitely does it better.
