I do not know what the core problem is. However, one of my company's IT guys pointed out that my attempts to rsync were not showing up on our proxy logs. This is strange ... I setup the proxy info for rsync and used it for quite some time without problem. After some dicussion our IT guys decided they could open port 873 up for me without the need for authentication.
