It only generates a list of installed packages from your system that is compatible with the binary install tools. Sometimes you get the same sort messages if you haven't run it, and that's why the message says that.
If you were able to download and update fink itself, as per your prior message, then I'd suggest running "fink configure" again and turning off the "Use binary packages" option--that's what's giving you these connection errors. -- Alexander K.
