"selfupdate" updates the 'fink' package and any other base packages. It also can update you to a new Distribution, if one is present. If you turn on rsync or cvs updating then you will also update your list of available packages. If you're using Apple's X11, then check out the second paragraph of http://www.finkproject.org/faq/usage-fink.php#fink-not-found That should solve both problems.
