X11 SDK being one of them.  I always install those, since quite a number 
of Fink packages depend on one or more of them.

But you _can_ install any of the individual packages (.pkg files) 
individually.  rather than using the Xcode installer.

But I'm not talking about the X11SDK.  I'm talking about X11User, which 
is an optional system install, and provides the runtime stuff for X11.  
That's somewhere on your install media.
