If you have cctools 622-1 installed, then I have no idea, but if
you don't you'll need to install the latest version of Apple's
Developer Tools.

I have a developer subscription, but I'm not sure which version of
XCode needs to be installed. I thought I had 2.4.1 which is the
latest non-preview XCode seed.
I'm unfamiliar with you refer to as "non-preview XCode seed".
In any event, have you checked which version of XCode you actually have?
