It's a general build issue, and it's in our FAQ:
http://www.finkproject.org/faq/comp-general.php#usr-local-libs

Unfortunately, it's hard to work around, other than moving
/usr/local/include , since the build tools are hard-wired to look
there.  There had been some discussion in the past about having fink
do that as part of its build process, but I guess it was judged to be
more trouble than it was worth the time to invest.

We're working on software changes to the server (plus trying to get
more RAM) to help with the lag there.
