There is no binary installer for 10.5.x yet. Download
http://downloads.sourceforge.net/fink/fink-0.28.0.tar.gz
and then follow the bootstrap instructions at
http://www.finkproject.org/doc/bundled/install-first.php
(section 2.3, I think)
You'll also want the much improved x11 from macosforge
http://trac.macosforge.org/projects/xquartz/wiki/X112.1.3
