Seems X11User must be included as part of the XCode 3.0 dmg, then.

After installing X11SDK I was able to
fink install xshogi
xshogi
fink remove xshogi

Looks like I'm up and running - thanks. This went much better than my
abortive attempt to use MacPorts on Leopard:
