Check the Distribution: line in /sw/etc/fink.conf and make sure that it says

Distribution: 10.4

and not 10.4-transitional. Likewise, look at the directory /sw/fink:

ls -l /sw/fink

and make sure that the "dists" symlink points to 10.4 and not to 
10.4-transitional. You can correct it using

  sudo ln -nsf 10.4 /sw/fink/dists
