Yes. It is also the first downloadable complete release of X11, i.e. containing both what is in X11User.pkg and in X11SDK.pkg (Leopard only). Well, almost complete. As was discussed in another thread, they kicked out xmkmf/imake and some related utilities that are used for building a couple of Fink packages.
