The maintainer for our system-tetex placeholder package got tired of the upstream distributions (like gwTeX) randomly moving files around and therefore making the placeholder break--it's more than just being able to find the "tex" executable--which caused problems for users. His decision was therefore just to have packages install a Fink TeX distribution (tetex or ptex). I'm trying to make a push to remove such a dependency from packages which don't need TeX to build and can be configured use a third-party TeX distribution at runtime.
