I dont' think it is - I have just finished building that version of arb 
successfully while getting all those lines too.

OTOH, if you don't have a specific reason to want this very old version 
of arb, I would suggest to activate the unstable tree and install the 
more recent version of arb that you find there. If you put the four lines

deb http://xanana.ucsc.edu/fink_10.4 stable main crypto
deb http://xanana.ucsc.edu/fink_10.4 unstable main crypto
deb http://fink.sodan.ecc.u-tokyo.ac.jp/bindist/bindist 10.4/release 
main crypto
deb http://fink.sodan.ecc.u-tokyo.ac.jp/bindist/bindist 10.4/current 
main crypto

into your /sw/etc/apt/sources.list file and use "fink install -b arb", 
then a lot of dependencies will be installed as precompiled 
("unoffical") binaries.

Even arb-20071207-1005 itself would be available if you were running 
Leopard. You are on Tiger, I understand, so you have to build it 
yourself, unless you want to use the *really* old version 20050526-2 
which comes with the "official" binary distribution.
