This alone won't help. The problem was discussed (and solved) a couple 
of weeks ago on fink-users, see
<http://thread.gmane.org/gmane.os.macosx.fink.user/26236>

The arts package (like other kde packages) is still waiting for the 
maintainer to update it correspondingly.

Thanks, the arts package now compiles fine, but it stops at gtk+2 :

I've tried adding

export PATH=%p/lib/xmkmf/bin:$PATH
export IMAKEINCLUDE=-I%p/lib/X11/config

to gtk+2.info, but didn't help.
