He'll want to reinstall (with "fink reinstall") passwd and daemonic if they're installed, because those two packages install files outside of the Fink tree. Also, it wouldn't hurt to reinstall anything that creates a Finder application (in /sw/Applications) to make sure that the Applications/Fink directory gets created.
