Actually, I believe "Xcode Legacy Tools" is meant for Xcode 2.x. It  
might work with Xcode 3.x, but isn't necessary since gcc3.3.pkg is  
included with Xcode 3.x. It isn't installed by default, however. You  
must select a customized install and check the 10.3.9 SDK option, or  
manually install Packages/gcc3.3.pkg.
