It only knows about, and will therefore install, the versions of packages that are in its current package descriptions. You have a package description from when the binary distribution was made, and that corresponds to version 1.3.3.9--this is the version in the latest binary release from the project, and that's what you installed.
If you have the Xcode Tools installed, then you can run "fink selfupdate rsync" to switch fink to use a mode of operation in which more current package descriptions become available--notably scribus-1.3.3.12. You can then run "fink update scribus" to get the newest version. In general, there's no need to download the source tarballs yourself if you use Fink.
