You'll need to turn on the unstable tree to do that. If you have a
current fink package manager then you can do this using "fink
configure". Then do a selfupdate (with rsync) to get the newest
package descriptions.

Right: that's the latest _in the Fink distribution_ for 10.3. You
can't use Fink to install arbitrary versions of packages; and we're
not updating our descriptions for 10.3 any more.
httpd.conf _should_ be in /sw/etc/apache2

Apple's compilers and other stuff needed to build software. I had
the wrong version for you, though--you need Xcode 1.5 and the
November 2004 update to that. Both are available from
connect.apple.com .

stable source distribution.
1) Install the Xcode Tools if you haven't already. (Version
2.4.1 or 2.5).
2) Run "fink selfupdate-rsync" or "fink selfupdate-cvs"
At that point you should be able to install apache2
