It looks like there are some issues specific to your network: I'm able
to download from the binary distribution site.
But, you've got the .deb files, so that's good. It doesn't matter where
you save them. You just need to run
sudo dpkg -i <filenames>
where <filenames> are the names of the files you've downloaded.
