In generating a _virtual_ package, such as xcode, fink looks for
particular files.  You're probably missing one of those, as Apple's
installer likes to drop them.  Or you may have a hold-over from a prior
Xcode version.

What do you get from "fink list xcode"?

And try running "fink-virtual-pkgs --debug", and look at where it says
"checking for xcode version...".
