Inspection of /sw/var/lib/dpkg/status showed buildlock packages for openssl-0.9.8k-3 _and_ 0.9.8k-1. I deleted the paackage for 0.9.8k-1 and in the package for 0.9.8k-3 I added a line Version: 0.9.8k-3 I don't know if both changes were necessary, but at any rate, with these changes openssl and openssl-shlibs installed successfully.
