I don't think that's the issue. One difference between kdegames4 and  
some of the other kde4 packages is that kdegames4 is in the unstable/ 
crypto tree. Do you have it enabled? On my box, I get the following:

$ grep ^Trees: /sw/etc/fink.conf
Trees: local/main stable/main stable/crypto unstable/main unstable/ 
crypto
