You're using a really, really old fink tarball, corresponding to the
3-years-dead 10.4-transitional distribution, and there were changes at
10.4.9 (?)  that may be interfering with it.  Try grabbing the
current/stable one instead:

After running

    bootstrap /sw

(the files have changed over the years), you should run 'fink
selfupdate-rsync' or 'fink selfupdate-cvs' to get some package descriptions.

I'd recommend Xcode-2.4.1 or Xcode-2.5, but that can wait until the
install's done--some non-base packages really need newer Xcodes.
