Try grabbing the current/stable one instead:
http://superb-west.dl.sourceforge.net/sourceforge/fink/fink-0.29.2.tar.gz After running bootstrap /sw (the files have changed over the years), you should run 'fink selfupdate-rsync' or 'fink selfupdate-cvs' to get some package descriptions.
